Dear Sir/Madam,

We the International Council of Eelam Tamils wish to congratulate you on your recent win at
the December 21, 2017, elections which clearly reflected the will of a majority of Catalan
people to determine their own destiny. In the new millennia, the people’s right to determine
their own future through a free and fair election should be recognized by the international
community. The Universal Declaration of Human Rights states all nations have an inalienable
right to their self-determination.

We applaud the courage of the Catalan leaders for providing an opportunity for the
Catalan people to express their wishes despite threats from the Spanish government. The
international community should realize that no people can be ruled by force for too long. If
true peace is to be enjoyed by all citizens of the world, national boundaries should be freely
determined by the collective will of the people from within those boundaries by ballots rather
than bullets. The Eelam Tamils have been fighting for over seven decades to free themselves
from a military rule by an alien nation forcibly occupying and plundering their traditional
homeland. Therefore, your win is a beacon of hope to us and other oppressed nations
yearning to be free.
Please accept our congratulations and best wishes on your quest for freedom.

Yours sincerely,
Professor R. Sri Ranjan, Ph.D., P.Eng.
President, International Council of Eelam Tamils
